PUBLIC APPEARANCE BEFORE THE CITY COMMISSION

1. REQUEST RECOGNITION BY THE MAYOR.

2. COME TO MICROPHONE AND GIVE NAME AND ADDRESS FOR RECORD; MAKE ALL COMMENTS AND QUERIES TO OR THROUGH THE MAYOR.  EACH PERSON WILL BE ALLOWED TO SPEAK ONCE ON EACH PUBLIC HEARING ITEM, AND WILL BE ALLOTTED THREE MINUTES IN WHICH TO DO SO.

3. THIS MEETING IS PRIMARILY FOR AGENDA ITEMS ONLY; OTHER MATTERS MAY BE PRESENTED TO THE COMMISSION, THROUGH THE MAYOR, DURING THE “AUDIENCE TO BE HEARD” TIME OF THE MEETING.

4. BE ADVISED THAT IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THIS MEETING OR HEARING, HE OR SHE WILL NEED A RECORD OF THE PROCEEDINGS, AND THAT, FOR SUCH PURPOSE, HE OR SHE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED.

CONSENT AGENDA


1. Approval of the December 3, 2012 Regular, and December 7, 2012 Special Meeting, minutes.


2. Approval of an agreement with the Safety Harbor Little League for 2013.


3. Approval of purchasing a replacement ladder truck.


4. Approve a professional services agreement with Armstrong Environmental Services, Inc. for maintenance and monitoring at eleven sites as required by permits issued by the Southwest Florida Water Management District.  The work is for fiscal year 2012-13 and is in the amount of $13,440.

1. STREET LIGHTING SERVICES AND FACILITIES 

Adoption of Ordinance No. 2012-20, on second reading, initiating a Street Lighting Services and Facilities charge in the form of special assessments against benefited property within the City.

2. INITIAL STREET LIGHT ASSESSMENT RESOLUTION

Adoption of Resolution No. 2012-28, setting a FY 2012-13 Street Lighting Services and Facilities charge of $50.97.


3. CITY INITIATED UPDATE TO ARTICLE IV, SPECIAL REGULATIONS, RELATING TO RESIDENTIAL LIVING FACILITIES (FAMILY CARE HOMES)

Adoption of Ordinance No. 2012-19, on second reading.


4. MCMULLEN BOOTH OFFICE CENTER DEVELOPMENT AGREEMENT (NE CORNER OF CEDAR STREET AND MCMULLEN BOOTH ROAD)


Decision on whether to terminate an existing Development Agreement based on a finding that the Developer's obligations were not followed in a timely manner.

2. SAFETY HARBOR MUSEUM & CULTURAL CENTER IMPROVEMENTS


Approve contract final change order #13 totaling $500.

1. CITY COMMISSION MEETING CALENDAR


Approval of the 2013 City Commission Meeting Calendar.


2. RENOVATION OF FIRE STATION NO. 52

Approve Professional Services Agreement with McKim & Creed Engineers and Architects for design of renovations to Fire Station No. 52 at Main Street in Safety Harbor.


3. PINELLAS COUNTY SCHOOL BOARD – FORMER SECONDARY SCHOOL SITE

Approval of Lease-Purchase Agreement with Pinellas County School Board to purchase the former Secondary School Site located at the southwest corner of Cedar Street and Elm Street; officially addressed as 0 Elm Street.


4. APPOINTMENT TO THE LIBRARY ADVISORY COMMITTEE


Appointment of one regular member to the Library Advisory Committee.
