PUBLIC APPEARANCE BEFORE THE CITY COMMISSION
1. REQUEST RECOGNITION BY THE MAYOR.
2. COME TO MICROPHONE AND GIVE NAME AND ADDRESS FOR RECORD; MAKE ALL COMMENTS AND QUERIES TO OR THROUGH THE MAYOR. EACH PERSON WILL BE ALLOWED TO SPEAK ONCE ON EACH PUBLIC HEARING ITEM, AND WILL BE ALLOTTED THREE MINUTES IN WHICH TO DO SO.
3. THIS MEETING IS PRIMARILY FOR AGENDA ITEMS ONLY; OTHER MATTERS MAY BE PRESENTED TO THE COMMISSION, THROUGH THE MAYOR, DURING THE “AUDIENCE TO BE HEARD” TIME OF THE MEETING.
4. CONSENT AGENDA
1. Approval of the December 11, 2013 special meeting, and December 16, 2013 regular meeting minutes.
2. Approve the purchase of 712 automated collection containers from Toter, LLC in the amount of $40,253.93.
3. Approve Professional Services Agreement with King Engineering for survey services for Safety Harbor Waterfront Park in the amount of $24,280.
4. Award of contract for Geotechnical Services for the Waterfront Park to Terracon Consultants, Inc. in the amount of $16,820 plus a 15% contingency for a total not-to-exceed amount of $19,373.

NEW BUSINESS
1. PROPOSED CITY-INITIATED TEXT AMENDMENTS TO THE SAFETY HARBOR COMPREHENSIVE PLAN ELIMINATING ALL PROVISIONS RELATING TO SCHOOL CONCURRENCY IN THE FUTURE LAND USE, PUBLIC SCHOOL FACILITIES, INTERGOVERNMENTAL COORDINATION AND CAPITAL IMPROVEMENTS ELEMENTS OF THE COMPREHENSIVE PLAN IN ACCORDANCE WITH THE REVISED INTERLOCAL AGREEMENT FOR PUBLIC SCHOOLS
Approval of Ordinance No. 2013-30, on first reading, approving the transmittal of the proposed text amendments to the Safety Harbor Comprehensive Plan to outside agencies for review and comment.
2. ELIMINATION OF PUBLIC SCHOOLS FACILITIES CONCURRENCY
Approval of Ordinance No. 2013-31, on first reading, amending Article IX of the Safety Harbor Comprehensive Zoning and Land Development Code to eliminate Public Schools Facilities Concurrency Procedures.
3. PROPOSED CITY-INITIATED TEXT AMENDMENTS RELATING TO SIGN AREA FOR MENU BOARDS AND WALL SIGNAGE
Approval of Ordinance No. 2014-01, on first reading, amending Article XII, Sign Regulations, of the Safety Harbor Comprehensive Zoning and Land Development Code.
4. CODE ENFORCEMENT BOARD
Removal of the alternate member on the Code Enforcement Board, and appointment of a new alternate.
