New & Improved Utility Bill Pay System

The City of Safety Harbor Utility Billing system will be temporarily unavailable as we convert to a new online customer portal, BSA Online. Our current Utility Billing system will be down starting at 4:30pm on Monday, June 29, 2020 and continuing through Monday, July 6. We will continue to take and process utility bill payments received by mail or dropped off at City Hall during this period but the Click2Gov credit card payment portal for online payments will no longer be available. If a payment is made at the front counter, customers will receive a written receipt, but we encourage customers to continue to use the drop box at City Hall as well as mail-in payments.  

The Utility Billing system being down will not affect non-utility related payments being made. The City will continue to process non-utility related payments such as building permit and other Community Development payments as usual during the system’s down time. Our new portal will allow for many of these non-utility related payments to be made online at a future date.  

Beginning with billing cycles in July, your statement will have a new look. Each statement will have a PIN code that allows for you to set up online access and see your utility billing activity. After initially setting up your account via BSA Online, you will be redirected to the city’s new payment portal Invoice Cloud. This will be the portal used to make credit card or other electronic payments as well as sign up for paperless billing.

The target date for our new, user friendly payment portal, INVOICE CLOUD is Monday, July 6. Utility Billing customers must reregister their account once the new payment portal is live. If you were previously enrolled in paperless billing, you will need to re-enroll in our new portal. Customers previously enrolled in paperless billing will NOT be automatically enrolled in our new portal.
