Recreation Program Registration Policies

Program Registrations

Participants are required to complete an Activity Waiver.Waivers for participants under 18 must be completed by the parent or legal guardian.

Registration Methods

For the convenience of your REAL Fun experience, the City of Safety Harbor offers online registrations via In person registrations are available at the following facilities:

Community Center

Payments and Pricing

Payments are due in full at time of registration. Payment options: Visa/Mastercard/Discover/American Express; Cash, Check or Money Order(made out to City of Safety Harbor), and Gift Cards. Payment plans are available by contacting a facility mananger.

Withdrawal/Refund Policy

Cancellations must be made 1 week prior to the start of a program/trip. Payments will be credited to the household. If a refund check is desired, it must be put in writing to Refund checks take 2 weeks for processing. No refunds processed after a program has already begun. If a program is canceled by the Recreation Department, a FULL refund will be issued. Refund policies for specific programs supersede the General Refund Policy.

Inter-local Agreement

Did you know? The City of Safety Harbor has an inter local partnership agreement with our neighbors! Just pick up your recreation card at the Community Center or Rigsby Center and you can participate for resident rates in the

following cities: Dunedin, Tarpon Springs and Oldsmar.

Safety Harbor has entered into an Interlocal Agreement with the City of Clearwater to provide participation in youth athletic programs. Safety Harbor Residents will register for a Clearwater Recreation Card ($7.35/card) prior to registering for the athletic programs. For more information, visit


Safety Harbor Recreation staff take photos of programs and events. Names are never used in marketing materials. We do not tag individuals in online media.

Facility Rentals

Community Center: Gymnasiums and Multi-Purpose Room (Kitchen available upon request) - Max 200 persons

Rigsby Recreation Center: Multi-Purpose Room w/ kitchen - Max 80 persons

Museum and Cultural Center: Multi-Purpose Room, Classroom, Outdoor area - Max 60 persons, limited hours 

Rates: $70hr R/$80hr NR, $100-$200 refundable damage deposit, Resident and Non-Resident fees apply. Rentee must be

present during entire rental timeframe. Amount of rental balance is due 21 days prior to rental. Damage deposits may be refunded within 30 days of rental.

Financial Assistance

Safety Harbor provides a limited number of scholarships each year to Safety Harbor residents. Applications are

available at Program payment plan options available, please contact facility

Priority Registrations

Some programs deemed “High demand” programs will

institute a Resident Registration timeframe to give top priority to our Safety Harbor residents. These programs are noted in the REAL program guide or the dates are noted on the online registration. 

Waiting Lists

Waiting lists will be formed and maintained after the

program limit has been reached. As spots in the program

become available, persons on the list will be contacted in

order and offered the opportunity to register in the


Program Cancellations: Minimums/Maximums

Most programs require a minimum number of enrolled

participants. If the minimum is not reached, cancellations will be made 1-3 days prior to class start date.

Recreation Inclusion

Under the guidelines of the Americans with Disabilities Act (ADA), it is the intent of the City of Safety Harbor to include people of all abilities in its recreation programs and activities. The City of Safety Harbor will make reasonable accommodations for individuals with a disability so that such individuals may participate in  programs, services and activities outlined in the REAL FUN magazine. If you feel you need a particular accommodation to access any service or program, please call 727-725-1562 ext.1516 or send requests to . Please send requests at least seven days prior to the first class  so that the City will have time to review the request prior to the class start date. 

The City of Safety Harbor strives to make its programs,

participants to receive the benefits of recreation. Every

reasonable attempt will be made to accommodate

individuals with disabilities to allow them to have a safe, enjoyable experience. However, please note that the City is unable to make accommodations that would fundamentally alter the nature of the program, services, or activities, that would cause an undue burden on the City, or that would constitute a direct threat to health and safety.  

Please also note that all requests for reasonable

accommodations are assessed on a case by case basis.

Participants should be able to perform the following

essential functions:

1. Follow basic instructions associated with the program or activity.

2. Function in a group structure and participate in group activities.

3. Use restroom facilities independently, or with the assistance of a caregiver to be retained or provided by the participant.
