Community Development

The Community Development Department is responsible for ensuring that land use and building activities comply with the city's adopted plans and codes.

Duties The department is actively involved in:

  • Building permit review and inspections
  • Business tax receipts
  • Code administration
  • Code compliance
  • Development application review
  • Community redevelopment
  • Comprehensive planning
  • Grants administration (Downtown Partnership Grants, Neighborhood Project Grants, and Beautification Matching Grants)
  • Tree protection, planting and permitting

Advisory Boards

The Community Development Department provides professional expertise and assistance to the:

  • Planning and Zoning Board (which also serves as the Downtown Redevelopment Board and Historic Incentives Board)
  • Community Redevelopment Agency
  • Board of Appeals
  • Code Enforcement Board

Walking Audits

In October of 2017, the Forward Pinellas staff led a walkability audit pilot project to demonstrate how walking audits work and to evaluate two walking routes to downtown Safety Harbor.  A link to the full report summarizing the process and findings is below:
